For years, Bill longed to become a USCG licensed Captain; so he decided to take the exam.  That called for some formal refresher training and testing, which includes CPR and First Aid qualifications, drug testing, getting a physical, providing logs to prove a certain minimum time at sea, etc.  One of the highlights of the process was Captain Joe Richbourg, a Master licensee and instructor from Sea School, who taught the course for the "OUPV" license:
